In 2012, the Administration of Transportation (DOT) implemented cyberbanking invoicing (eInvoicing) for admission balance processing beyond the Department. While DOT developed connected eInvoicing training at the administration level, alone Operating Administrations developed their own eInvoicing advice and processes for grantees appointment acquittal requests.
In a contempo audit, the DOT Office of Inspector Accepted (OIG) adjourned the FAA’s policies, procedures, and blank for eInvoicing in the Airport Improvement Program (AIP). The AIP is one of DOT’s better admission programs, accouterment about $3 billion a year to sponsors (grantees) including bartering and accepted aerodynamics airports to abutment projects that advance assurance and efficiency. Our objectives were to (1) appraise FAA’s accomplishing of eInvoicing in AIP and (2) appraise whether AIP admission payments were accurate and valid.
The advice and centralized ascendancy procedures which FAA developed for eInvoicing were not consistently followed. The FAA developed a risk-based access to blank of AIP grantees and their payments, yet FAA agents amenable for blank did not consistently attach to the ascendancy procedures. Additionally, AIP grantees requested and were paid millions of dollars after acknowledging with FAA’s eInvoicing affidavit requirements to abutment acquittal requests.
